More Information About PCDT

Staff

Currently PCDT employs over 30 staff directly and also provides support to the staff employed by Penwith Volunteer Bureau. The staff team is led by the Chief Executive, who is supported by a Senior Management Team consisting of the Heads of: Finance; Strategic Development; Partnerships and Networking; Employment, Training and Development; Youth and Community; and the HR & Central Liaison Manager. The majority of the remaining staff are project funded through a variety of funding sources.


Governance

PCDT has a Board of Trustees who have the overall responsibility of managing the Trust. Trustees are elected on an annual basis to sit on the Management Board and they meet every 6 to 8 weeks to monitor and review the progress of all activities/projects within the Trust.

Central Services

The Penwith Centre is located in Central Penzance providing office accommodation, hot-desking, training/meeting rooms, resource library, printing/photocopying facilities to local voluntary organisations and community groups. Link to leaflet

Back Office Support Service - PCDT provides a wide range of back office support services, including payroll, administration, advice on human resources and personnel support, IT support services and financial advice and monitoring to VCS organisations and community groups.

Infrastructure and Management Support Service – PCDT acts as employer for a number of projects which include PAROW project, Healthy Boxes and Rural Outreach. PCDT provides management support to the Redruth North Partnership, Travellerspace and Choughs Training Project Ltd. PCDT also manages the day-to-day running of the Penwith Volunteer Bureau.

Consultancy Service - PCDT provides a wide range of consultancy services including community development, training, research, project planning, project management, business planning, monitoring and evaluation and funding applications to VCS organisations and community groups.

PARTNERSHIP WORKING

PCDT works very closely with a wide range of local and national initiatives and strategic partners in order to maximise resources, promote joined-up working and avoid duplication. They include:


Cornwall Local Area Agreement
A Local Area Agreement (LAA) is a 3 year agreement that sets out the priorities for a local area. It is outcome based and enables local authorities and their partners to deliver national outcomes in a way that reflects local priorities as identified in local strategies. Cornwall LAA focuses on key strategic priorities and measurable achievements for the 3 year period between April 2006 and March 2009.
The agreement is made up of outcomes, indicators and targets aimed at delivering a better quality of life for people through improving performance on a range of national and local priorities. These priorities are based around 4 blocks:

• Children and Young People,
• Safer and Stronger Communities
• Healthier Communities and Older People
• Economy and Enterprise

PCDT is one of the delivery partners within the Cornwall LAA and is the co-lead for the Community Empowerment Outcome ‘Strong 1’ which aims to:.

’Empower local people to have a greater voice and influence over local decision-making and the delivery of services.’

Cornwall Infrastructure Partnership (CIP)

Cornwall Infrastructure Partnership was formally set up in 2004 and aims to build a strong and coherent Voluntary and Community Sector through infrastructure support and capacity building to enable the sector to deliver high quality and effective services to the people of Cornwall. PCDT is one of the key partners within the CIP and is helping to co-ordinate and deliver the 10-year investment plan for the Cornwall Capacitybuilders Programme


Cornwall Compact

Cornwall Compact, launched June 2005, is a non-legal agreement which provides the overall framework for improving the working relationship between the public sector and voluntary and community sector (VCS) in Cornwall. The Compact is a new approach to partnership working which will enable more open and constructive relationships relevant to the current opportunities in Cornwall. The following are Codes of Good Practice within the Cornwall Compact:
• Community Groups
• Diversity, including Black and Minority Ethnic Groups
• Funding & Procurement
• Volunteering
• Policy Development (Participation & Consultation)
• Learning and Skills
• Resolution and Disagreements
The public sector and VCS in Cornwall are expected to adopt these Codes as recommended good practice in their work. The Codes will inform the development and implementation of the Cornwall Compact and will be monitored and reviewed by Cornwall Strategic Partnership. PCDT is a steering group member to steer and support the development of Cornwall Compact.
